The Swiss precautionary matrix for synthetic nanomaterials

Responsibility for safe handling of synthetic nanomaterials for the protection of health and environment lies with industry and trade. Up to now, no special regulations for synthetic nanomaterials exist in Swiss or in European legislation. Scientific and methodological fundaments are currently not sufficient for the elaboration of such regulations. This situation results in considerable uncertainty concerning actions and investments made by businesses, and it makes it difficult to have a public debate on the opportunities and risks presented by nanotechnology.

The precautionary matrix was developed, tested during a one year pilot phase, and refined, based on an initiative of the Swiss Federal Offices for Public Health (FOPH) and for the Environment (FOEN).

This voluntary tool is made to support all interest groups having a responsibility for the safety of workers, consumers or the environment (industry, trade, public authorities, insurances ...) in the pre-investigation of possible needs for action to reduce risks.

TEMAS has made an assessment of all experiences gathered during development and implementation of the precautionary matrix with the involved stakeholders. With the resulting service package we support public authorities in countries which aim to implement the precautionary principle as a first voluntary step for the supplementation of existing regulations.
